The professional should assess the background and specify compatible layers rather than describe every job simply as plastering. If another trade is still changing the room, agree the sequence so newly finished work is not immediately cut open.

Damp or failed plaster comes first

Staining, repeated bubbling and loose finishes need a cause assessment before cosmetic work. Water ingress, a plumbing leak and other moisture problems can require different help. Explain the history and any earlier repairs without treating a photograph as a diagnosis. Do not ask for damp to be sealed behind a new finish without a considered plan. If the wall is unsafe or material is falling, keep people clear and obtain direct appropriate help. Skimming is not an emergency response to an unresolved leak.
